HA-internal transaction commit apply payload. Public clients should use the regular transaction lifecycle RPCs above; this RPC is accepted only with HA replication metadata and the node token.

Field names and numbers come from the protocol contract. Singular fields use protobuf defaults unless explicit presence applies. Server-side validation and permissions apply in addition to this wire structure.
